This must be taken as the genitive of relation, as in Rom 8:36, where the Gk "sheep of slaughter" is rendered "for": "sheep FOR the slaughter", i.e., sheep appointed for the slaughter. The doctrine is contained and thought in Rom 6:12, and Heb 9:27.
